Granskningsyttrandet är en obligatorisk handling vid upprättande av en översiktsplan. Yttrandet avges av länsstyrelsen under planens utställningstid.
Av länsstyrelsens granskningsyttrande skall framgå om förslaget till översiktsplan inte tillgodoser riksintressen enligt miljöbalken, om frågor rörande användningen av mark- och vattenområden som angår två eller flera kommuner inte samordnas på ett lämpligt sätt samt om bebyggelsen blir olämplig med hänsyn till de boendes och övrigas hälsa eller till behovet av skydd mot olyckshändelser. Det skall av yttrandet även framgå om förslaget kan medverka till att en miljökvalitetsnorm överträds.

A scrutiny document is a compulsory document when drawing up a comprehensive plan. The document is written by the county administrative board during the display period of the plan.
The county administrative board's scrutiny document has to make it clear if the proposed comprehensive plan does not satisfy the areas of national interest according to the Environmental Code, if issues on the use of land concerning two or more municipalities are not coordinated in an appropriate manner, or if the building up of areas is unsuitable considering the health of residents and others, or considering the need of protection against accidents. The document also has to state if the proposal can contribute to infringements on the environmental quality standards.
