Enligt plan- och bygglagen skall det i varje kommun finnas en eller flera nämnder som handhar kommunens uppgifter inom plan- och byggnadsområdet. Oftast finns bara en nämnd. De vanligast förekommande namnen på denna är byggnadsnämnd samt miljö- och byggnämnd. De ledamöter som sitter i nämnden utses av kommunfullmäktige.
Nämnden har huvudansvaret för den fysiska planeringen i kommunen. I nämndens ansvar ligger bland annat att utarbeta detaljplaner samt handlägga ansökningar om lov. I vissa fall kan nämnden själv anta detaljplanerna.

According to the Planning and Building Act, each municipality must have one or several committees dealing with the tasks the municipality has in the area of planning and building. Normally only one such committee exists. The committee is most often called the building committee or the environment and building committee. Committee members are appointed by the local council.
The committee has the main responsibility for spatial planning in the municipality. These responsibilities include the drawing up of detailed development plans and to process permit applications. In some cases the committee can also itself formally adopt detailed development plans.
