Термин вводится Градостроительным кодексом (2004) в отношении системы стандартов безопасности, которые должны быть приняты к 2010 г вместо существующего множества слабо координированных строительных и санитарных норм. Федеральные технические регламенты должны соблюдаться в любой планировочной и проектной документации. Регионы и муниципалитеты вправе принимать нормативы градостроительного проектирования, направленные на благоприятные условия жизнедеятельности (доступность и параметры публичной инфраструктуры, плотности и пр.).

The term is introduced by Urban Development Code (2004) and means the scope of safety standards, to be adopted to 2010 instead of current multitude of building and sanitary codes, not perfectly integrated. Federal technical regulations shall be observed at all types of planning and design documents. Regions and municipalities are enabled to adopt urban development standards regional recommended standards aimed to guarantee favorable living conditions (accessibility and parameters of public infrastructures, densities etc.).
