Градостроительный кодекс, принятый в конце 2004г связан с намерением оживить деятельность по территориальному планированию и определить права и обязательства всех сторон процесса. Кодекс внес изменения в терминологию и в роли участников. Ранее принятые законы и подзаконные акты действуют в части не противоречащей новому Кодексу. Закон о принятии Кодекса обязал уровни власти и муниципалитеты привести свои акты в соответствие с Кодексом.

Urban Development Code, adopted in the end of 2004, intended to encourage territorial planning activity and to define rights and obligations of actors involved. By this Code is changed part of terminology and actors' roles. Previously adopted laws and normative acts are valid as far as they are not contradictive to new Code. Law on the New Code Adoption obliged authorities and municipalities public bodies to bring to conformity with new Code respective acts.
