После принятия генерального плана или схемы территориального планирования орган исполнительной власти принимает планы их реализации, включающие сроки выхода необходимых проектов, строительных работ и финансовые обоснования. Отклонение от решений документов планирования может преследоваться по суду. Отклонение от планов реализации имеет лишь политические последствия за счет снижения доверия к власти.

After the master plan or territorial planning scheme adoption the executive body within three months adopts the plan of their implementation, which includes the time-schedule for following projects, for construction works and financial substantiation of plan. The deviation from adopted planning decisions shall be sued. Unperformed implementation plan most likely will be followed but political consequences as the loss of confidence to respective public bodies.
