Nieruchomości stanowiące własność Skarbu Państwa, gminy, powiatu lub województwa, nieznajdujące się w użytkowaniu wieczystym lub w trwałym zarządzie i nieobciążone prawem użytkowania. Zasobem nieruchomości Skarbu Państwa gospodarują starostowie, wykonujący zadania z zakresu administracji rządowej, a w szczególności:

• ewidencjonują nieruchomości,
• zapewniają wycenę tych nieruchomości,
• sporządzają plany wykorzystania zasobu,
• zbywają na podstawie pełnomocnictwa wojewody, nieruchomości wchodzące w skład zasobu.

Gminnym zasobem nieruchomości gospodaruje zarząd gminy. Gospodarowanie polega na wykonywaniu podobnych czynności jak w przypadku gospodarowanie zasobem nieruchomości Skarbu Państwa, a ponadto na przygotowywaniu opracowań geodezyjno-prawnych i projektowych, dokonywaniu podziałów oraz scaleń i podziałów nieruchomości, a także wyposażaniu ich, w miarę możliwości w niezbędne urządzenia infrastruktury technicznej. The real estate constituting the property of the State Treasury, commune, county or a voivodship, not in the perpetual usufruct or permanent management and not burdened with the right of use. The real estate and land property stock is managed by head of counties, executing the tasks of public administration, especially:

• register land and buildings
• ensure valuation of assets (land and buildings)
• make plans of stock utilization/exploitation
• transfer the real estate and land property stock by proxy of a voivodship.

The commune real estate and land property stock is managed by t he commune board. Management is about the execution of similar activities as in case of the real estate and land property of the State Treasury, and additionally, it involves the preparation of geodetic-legal and project studies, the partition, integration and partition of the real estate, equipping them with essential applications of technical infrastructure, to the best of abilities. The county real estate and land property stock is managed by the county board and that of voivodship is managed by the voivodship board.
