Jednoosobowy zarząd gminą, powiatem lub samorządowym województwem, ustanowiony na okres do dwóch lat przez Prezesa Rady Ministrów. Zarząd komisaryczny ustanawia się w razie przedłużającego się braku skuteczności w wykonywaniu zadań publicznych przez organy jednostek samorządu terytorialnego.
