Lovfestet betegnelse på regulering som medfører tidsavgrenset forbud mot eiendomsdeling eller bygging, alternativt begge deler innenfor et avgrenset område.

Staten ved Kongen kan gjennom rikspolitiske bestemmelser nedlegge midlertidig byggeforbud, kommunen kan forby deling og bygging i påvente av oppdatert regulering, se byggeforbud.

The Stat, i.e. the King in Government Council Meeting, may temporary prohibit building activities, the Municipality may prohibit subdivision and building when updating of the regulatory status for a particular area is needed, cf. building ban.
