Lovfestet benevnelse som blir brukt om overføring av beslutningsmyndighet og oppgaver fra overordnet til underordnet organ.Kommunestyret er gitt forholdsvis vidtgående dispensasjonshjemmel, med viktige unntak: Dets lovpålagte myndighet og oppgaver som øverste kommunale planmyndighet kan således ikke delegeres. Videre er det heller adgang å delegere i følgende tilfeller:
Ved fastsetting av vedtekt, permanent eller midlertidig (lovgivning), ved behandling av kommuneplanen, ved initiering, utarbeiding, behandling og godkjenning av reguleringsplaner og bebyggelsesplaner, eventuelt klager i denne forbindelse, ved behandling av private reguleringsforslag (og bebyggelsesplaner), ved ekspropriasjon, ved fastsettelse av parkeringssatser til dekning av kostnader for bygging av kommunale parkeringsanlegg, ved fastsettelse av kommunale gebyrer, se dette.

Statutory term describing the transfer of authority and duties from one superior body to a subordinate one.The Municipal Council has fairly wide legal possibilities to transfer its statutory planning responsibilities to other municipal bodies, however with important exceptions. Hence, its authority and duties as the supreme municipal planning authority is obligatory. Furthermore delegation is prohibited in following situations:
In adopting permanent or temporary Articles of association (legislation) (cf.) in initiating, preparing, considering and adopting of Zoning and Building development plans, eventually in matters of appeal, in considering private zoning (and building development plan) proposals, in deciding Expropriation, in deciding payment for lack of parking space as to compensate the municipality for building needed parking facility, in deciding municipal fees, cf. Fees.
