Statutory monetary sanction that may be imposed on any person who willfully or negligently carries out project or use in contravention of the land use part of the municipal master plan, a zoning plan or a building development plan. The same applies if anybody willfully or negligently fails to comply with orders or prohibitions according to law or related subordinate legislation and articles of association.

The legal opportunities for imposing penal liabilities are more extensive and detailed in building permitting, for projecting, building works and controlling, compared to the encroachments of plans.
