Lovfestet påbud om å offentliggjøre oppstart av lovfestet planlegging for å informere berørte og å invitere til samarbeid og medvirkning omkring viktige planspørsmål.

I fylkesplanleggingen skal fylkeskommunen tidligst mulig gjøre kjent forslag til mål for utviklingen i fylket og retningslinjer for sektorenes planlegging og handlingsprogram.

For kommuneplan skal kommunestyret sørge for å offentliggjøre de mest aktuelle spørsmål i forbindelse planarbeidet så tidlig som mulig og på en måte som det finner hensiktsmessig. For reguleringsplan og bebyggelsesplan skal planstart annonseres i minst to aviser som er alminnelig lest på stedet. Eiere og andre rettighetshavere bør underrettes ved brev.

english definition:

Statutory directive to publicize preparation of statutory planning in order to inform parties affected and to enhance possibilities for collaboration and participation in planning.
In county planning (cf.) the County Municipality shall make known proposed goals for the development of the county and long-term guidelines for the sectors’ planning and the program of action.

The Municipal Council shall make sure that the most relevant matters for the preparation of the Municipal master plan (cf.) are made known as early as possible in a manner found appropriate. For the Zoning plan and the Building development plan (cf.) planning start shall be announced in at least two newspapers widely read locally. Landowners and other holders of rights should be notified by letters.
