"Savivaldybės teritorijos bendrasis planas planas - Teritorijų kompleksinio planavimo dokumentas, kuriame, nustatyta savivaldybės teritorijos vystymo erdvinė koncepcija ir teritorijos naudojimo bei apsaugos principai. Bendrųjų planų taisyklės nurodo tokius Savivaldybės teritorijos bendrajam planui keliamus uždavinius:

1. suformuoti savivaldybės teritorijos vystymo koncepciją, nustatyti teritorijos tvarkymo, naudojimo ir apsaugos prioritetus;
2. tobulinti susiklosčiusią rajono teritorijos erdvinę struktūrą, vystyti jos urbanistinę sistemą;
3. formuoti miškų ir želdynų sistemas, numatyti užstatytų teritorijų gyvenimo ir aplinkos kokybę gerinančias priemones;
4. nustatyti priemones, užtikrinančias gamtos išteklių racionalų naudojimą, kraštovaizdžio tvarkymą, ekologinę pusiausvyrą, gamtinio karkaso formavimą, gamtos ir kultūros paveldo objektų išsaugojimą;
5. plėtoti inžinerinę, susisiekimo ir kitą visuomenės poreikiams tenkinti reikalingą infrastruktūrą;
6. rezervuoti teritorijas visuomenės poreikiams reikalingų objektų plėtrai;
7. nustatyti pagrindines tikslines žemės naudojimo paskirtis;
8. atlikti teritorijos funkcinį zonavimą.

Savivaldybės teritorijos bendrieji planai rengiami savivaldybės tarybos sprendimu. Jų rengimą organizuoja savivaldybės administracijos direktorius. Planas tvirtinamas savivaldybės taryboje."

english definition:

"Master plan of the municipality territory - A complex planning document which includes the spatial concept of the development of the municipality territory, as well as the principles for the use and protection of the territory. The Regulations for the Drafting of Master Plans indicate the following tasks of the master plan of the municipality territory:

1. to formulate the development concept of the municipality territory, to establish the priorities of management, use and protection of the territory;
2. to improve the spatial structure of the region territory, to develop its urban system;
3. to create the systems of the forest and green space, to provide for the means improving the quality of life and the environment;
4. to establish the means determining the rational use of natural resources, management of the landscape, the ecological equilibrium, the formation of the framework, conservation of values of natural and cultural heritage;
5. to develop engineering, communications and other infrastructure necessary to satisfy the needs of the community;
6. to reserve territories for the development of objects necessary to satisfy the community needs;
7. to determine the principle specific purposes of land use;
8. to carry out a functional zoning of the territory.

Master plans of the municipality territory are formulated upon the decision of the Municipality Council. The drafting of master plans is organized by the director of the municipal administration. The plan is approved by the Municipality Council."
