Taisyklės reikalauja tobulinti apskričių ir rajonų erdvinę struktūrą. Rengiant miestų bendruosius planus, privalu nustatyti miesto teritorijos erdvinės struktūros principus.
Teritorijų planavimo teisiniuose dokumentuose termino turinys nėra išaiškintas. Daugelis planuotojų „erdvine struktūra" vadina pagrindinius planuojamo objekto elementus."
