" Apskrities teritorijos bendrasis (generalinis) planas planas - Pagrindinis teritorijų planavimo dokumentas, rengiamas apskrities teritorijai. Pagrindiniai apskrities bendrojo teritorijų planavimo tikslai ir uždaviniai yra:

  1. įgyvendinti ir detalizuoti galiojančio Lietuvos Respublikos teritorijos bendrojo plano sprendinius apskrities teritorijoje;
  2. parengti apskrities teritorijos tvarkymo bei darnaus vystymo pagrindus ir principines nuostatas;
  3. plėtoti ir tobulinti susiklosčiusią apskrities erdvinę struktūrą, formuoti ir vystyti jos urbanistinę sistemą;
  4. numatyti priemones gyvenimo ir aplinkos kokybei gerinti;
  5. plėtoti infrastruktūrą;
  6. suformuoti principines nuostatas teritorijų apsaugai nuo pavojingų gamtinių ir technogeninių procesų;
  7. numatyti priemones, užtikrinančias gamtos išteklių racionalų naudojimą, ekologinę pusiausvyrą, gamtinio karkaso formavimą, gamtos ir kultūros paveldo vertybių išsaugojimą;
  8. numatyti bioprodukcinio ūkio, pramonės, verslo, rekreacinės ir kitos paskirties teritorijų vystymo kryptis, formuoti palankias ūkio ir verslo ugdymo sąlygas;
  9. numatyti teritorijas, kurioms privaloma rengti specialiuosius planus;
  10. rezervuoti teritorijas techninei infrastruktūrai plėtoti ir kitiems visuomenės poreikiams tenkinti reikalingiems objektams;
  11. suformuoti planavimo sąlygas apskrities lygmens specialiesiems bei jos savivaldybių bendriesiems ir specialiesiems planams, perteikti nacionalinius ir regioninius teritorijų vystymo tikslus savivaldybės lygmens planams."

" Master (general) plan of the territory of the county - The main territorial planning document which is formulated for the county territory. The key objectives and tasks of county general territorial planning are the following:

  1. to implement and detail the solutions of the general plan of the Republic of Lithuania in the county territory;
  2. to formulate the principal regulations of and create the foundation for the harmonious development and management of the county territory;
  3. to develop and improve the spatial structure of the county, to form and develop its urban system;
  4. to provide for the means to improve the quality of life and the environment;
  5. to develop infrastructure;
  6. to formulate the principal regulations for the territory protection from the hazardous natural and technological processes;
  7. to provide for the means determining the rational use of natural resources, an ecological equilibrium, the formation of the natural framework, conservation of values of natural and cultural heritage;
  8. to provide for the trends of the development of territories used for bio-productive economy, industry, business, recreational and other purposes, to create favourable conditions for agriculture and business development;
  9. to provide for territories which require the drafting of special plans;
  10. to reserve territories for the development of technical infrastructure and other objects necessary to satisfy the needs of the public;
  11. to create the conditions of planning at the county level for special plans, as well as for master and special plans of its municipality, to communicate the objectives of the national and regional development of territories to plans of the municipality level."
