" Master (general) plan of the territory of the county - The main territorial planning document which is formulated for the county territory. The key objectives and tasks of county general territorial planning are the following:
- to implement and detail the solutions of the general plan of the Republic of Lithuania in the county territory;
- to formulate the principal regulations of and create the foundation for the harmonious development and management of the county territory;
- to develop and improve the spatial structure of the county, to form and develop its urban system;
- to provide for the means to improve the quality of life and the environment;
- to develop infrastructure;
- to formulate the principal regulations for the territory protection from the hazardous natural and technological processes;
- to provide for the means determining the rational use of natural resources, an ecological equilibrium, the formation of the natural framework, conservation of values of natural and cultural heritage;
- to provide for the trends of the development of territories used for bio-productive economy, industry, business, recreational and other purposes, to create favourable conditions for agriculture and business development;
- to provide for territories which require the drafting of special plans;
- to reserve territories for the development of technical infrastructure and other objects necessary to satisfy the needs of the public;
- to create the conditions of planning at the county level for special plans, as well as for master and special plans of its municipality, to communicate the objectives of the national and regional development of territories to plans of the municipality level."
