Swedenteritoriālā attīstība
national definition:Ar teritoriālo attīstību saprot procesu, kā rezultātā cilvēku sabiedrības apdzīvoto teritoriju ģeogrāfija progresīvi tiek transformēta (mainīta). Tas ietver fiziskos komponentus (infrastruktūru, ainavas un pilsētainavas, u.c.), bet arī teritoriālo struktūru jeb apdzīvojuma rakstu , t.i. iedzīvotāju un cilvēka aktivitāšu ģeogrāfisko izplatību, īpaši pilsētu izmēru un savstarpējās attiecības. Teritoriālā attīstība ir visaptverošs koncepts, ko izmanto kā valsts pārvaldes politiku mērķi (teritoriālā attīstības politika). Tā visaptverošais raksturs veidojas no fakta, ka tas ne tikai cenšas pēc attiecīgā reģiona ekonomiskās izaugsmes, bet arī cenšas sasniegt ilgstpējību visos aspektos - ekonomiskajā, sociālajā, vides un kultūras. Teritoriālā attīstība tādejādi ir kvalitatīva dimensija, kas prasa būtisku saskaņotību starp valsts politiku koncesijām un to īstenošanām. Teritoriālā attīstība ir integrēta un aktīva pieeja, kas veido pilsētu, reģionu un lielāku ģeogrāfisko teritoriju nākotni un zināmā mērā attiecas arī uz teritorijas plānošanu. Tā sniedzas tālāk ne kā reģionālā politika, jo tajā tiek apvienotas ekonomikas, sociālās un vides iespējas un apsvērumi un citi faktori, kas ietekmē saimniecisko darbību konkrētā vietā, un to kā dažādas vietas funkcionē un ir sasaistītas un kādi darba un uzņēmējdarbības apstākļi. Teritoriālā attīstības stratēģijas var palīdzēt izmantot potenciālus ekonomiskajai izaugsmei un darbvietu radīšanai, tajā pašā laikā atbalstot dzīves kvalitātes uzlabošanos, tādejādi palīdzot sasniegt ilgtspējīgas attīstības izaicinājumus. english definition:Territorial development is understood as the process through which the geography of territories inhabited by human societies is progressively transformed. It involves physical components (infrastructure, landscapes and townscapes etc.), but also the territorial structure or settlement pattern, i.e. the geographic distribution of population and human activities, in particular the size of and relationships between cities. Territorial development is a comprehensive concept also used as an objective of public policies ("territorial development policy"). This comprehensive character results from the fact that it does not only aim at economic growth in the respective regions, but also at sustainability in its economic, social, environmental and cultural aspects. Territorial development has therefore a highly qualitative dimension requiring substantial amounts of coherence in the conception and implementation of public policies. (CEMAT Glossary)
Territorial development is an integrated and proactive approach to shaping the future of cities, regions and larger geographies - to some degree it can also be referred to as spatial planning. It goes beyond traditional regional policy as it brings together economic, social and environment opportunities and concerns as well as other factors which influence where activities takes place, how different places function and are connected, and what conditions are offered for living and doing business. Territorial development strategies can help exploring potentials for economic growth and jobs and at the same time support an enhanced quality of life by helping to meet the challenge of sustainable development.
