Rūpniecisko avāriju izraisa vai var izraisīt nekontrolēts ķīmiskais vai tehnoloģiskais process, nekontrolētas darbības vai citi nevēlami notikumi. Rūpnieciskajai avārijai ir raksturīga apjomīga bīstamās vielas noplūde, ugunsgrēks vai sprādziens ražotnē, kas nekavējoties vai pēc kāda laika rada nopietnus draudus videi, cilvēka dzīvībai, veselībai vai īpašumam ražotnes teritorijā vai ārpus tās.

Novērtējot rūpniecisko avāriju risku (nevēlamu seku iestāšanās iespējamību noteiktā laikposmā vai konkrētos apstākļos), kā arī plānojot un izpildot riska samazināšanas pasākumus, atbildīgā persona nosaka iespējamos apdraudējumus - riska avotus - un iespējamos nevēlamos notikumus objektā vai ārpus tā, kuri var izraisīt rūpniecisko avāriju vai tiešus rūpnieciskās avārijas draudus; izvērtē rūpnieciskās avārijas iespējamās sekas; nosaka, kāda nevēlamu notikumu attīstība var radīt vissmagākās sekas videi, cilvēka dzīvībai, veselībai vai īpašumam; novērtē tādas rūpnieciskās avārijas iespējamību, kura radītu vissmagākās sekas videi, cilvēka dzīvībai, veselībai vai īpašumam; izvērtē paredzēto vai veikto rūpniecisko avāriju riska samazināšanas pasākumu lietderību un efektivitāti; skaitliski novērtē risku, ja uz objektu attiecas prasības par drošības pārskata izstrādāšanu; izveido drošības sistēmu, kas nodrošina sistemātisku un regulāru rūpniecisko avāriju riska novērtēšanu un riska samazināšanas pasākumu plānošanu, izvērtēšanu, izpildi un kontroli objektā vai visos ražotnes objektos, kas atrodas vienā teritorijā; un iesaista drošības sistēmu kopējā objekta darba organizācijas un vadības sistēmā.

An industrial accident is caused or may be caused by an uncontrolled chemical or technological process, uncontrolled actions or other undesirable events. An undesirable event implies negative changes in the course of operation of a installation, for example, damages of a technological or mechanical nature, unintentionally or intentionally incorrect operation, as well as other deviations from the technological process regimen, or external factors.

When assessing the risk of industrial accidents (the possibility of occurrence of undesirable effects within a definite time period or under particular circumstances) and planning and implementing risk reduction measures, the responsible person has to determine potential hazards - sources of risk and potential undesirable events - at the installation or outside it, which hazards may cause an industrial accident or a direct threat of an industrial accident; assess the possible effects of an industrial accident; determine what development of undesirable events may result in the most serious consequences for the environment, human life, health or property; assess the probability of such industrial accident as would result in the most serious consequences for the environment, human life, health or property; assess the usefulness and effectiveness of the intended or implemented industrial accident risk reduction measures; assess the risk if the installation is listed regarding the need to prepare a safety report; develop a safety system that ensures systematic and regular planning, evaluation, performance and control of industrial accident risk assessment and risk reduction measures at the installation or at all installations of an establishment located in a single territory; and incorporate the safety system into the overall system of work organisation and management of the installation.
