Atkritumu apsaimniekošana ir atkritumu savākšana (tai skaitā atkritumu vākšana, šķirošana un sajaukšana, lai tos pārvadātu), uzglabāšana, pārkraušana, pārvadāšana, pārstrāde (tai skaitā atkritumu sadedzināšana, iegūstot enerģiju, iekārtās, kuru pamatdarbība nav atkritumu sadedzināšana), reģenerācija un apglabāšana (tai skaitā sadedzināšana sadzīves atkritumu sadedzināšanas iekārtās), šo darbību pārraudzība, kā arī atkritumu apglabāšanas vietu ierīkošana un pārstrādes objektu vai iekārtu uzturēšana un aprūpe pēc to slēgšanas. Organizējot, plānojot un veicot atkritumu apsaimniekošanu, jāievēro šādas prasības:
1) jānovērš atkritumu rašanās cēloņi, tai skaitā jāattīsta tīrās tehnoloģijas; 2) jāsamazina atkritumu daudzums (apjoms) un bīstamība; 3) atkritumi jāpārstrādā, jāiegūst atkārtoti izmantojami materiāli un enerģija; 4) atkritumi jāapglabā tā, lai netiktu apdraudēta cilvēku dzīvība un veselība, vide, kā arī personu manta; 5) jāslēdz izgāztuves saskaņā ar atkritumu apsaimniekošanas plāniem, kā arī jānodrošina slēgto izgāztuvju un poligonu rekultivācija. Atkritumu apsaimniekošana nedrīkst negatīvi ietekmēt vidi, tai skaitā:
1) radīt apdraudējumu ūdeņiem, gaisam, augsnei, kā arī florai un faunai;
2) radīt traucējošus trokšņus vai smakas;
3) nelabvēlīgi ietekmēt ainavas un īpaši aizsargājamās teritorijas;
4) piesārņot un piegružot vidi.

Atkritumi ir jebkurš priekšmets vai viela, no kuras tās valdītājs atbrīvojas, ir nolēmis vai spiests atbrīvoties un kura atbilst atkritumu klasifikatorā noteiktajām kategorijām. Atkritumus iedala šādi: 1) bīstamie atkritumi - atkritumi, kuriem piemīt viena vai vairākas īpašības, kas padara tos bīstamus cilvēku dzīvībai un veselībai, videi, kā arī personu mantai, un kuri atbilst atkritumu klasifikatorā noteiktajām bīstamo atkritumu kategorijām; un 2) sadzīves atkritumi - visi pārējie atkritumi, kuri netiek klasificēti kā bīstamie atkritumi.

Waste management is the collection of waste (including, the collection, sorting and mixing of waste in order to transport it), the storage, reloading, transportation, recovery (including waste incineration to obtain energy, equipment the core activity of which is not waste incineration), regeneration and disposal of waste (including, incineration in municipal waste incineration equipment), the supervision of such activities, as well as the construction of sites for disposal of waste, and maintenance and after-care of recovery facilities after their closure. In the organisation, planning and performing of waste management the following requirements have to be observed: 1) causes of waste production must be prevented, and therewith clean technologies must be developed; 2) the amount (volume) and hazardousness of waste must be reduced; 3) waste must be treated and re-usable material and energy must be recovered; 4) waste must be buried so that human life and health, the environment, and the property of persons are not threatened; and 5) waste dumps must be closed in accordance with waste management plans, and re-cultivation of closed waste dumps and landfill sites must be ensured. Waste management must not negatively affect the environment, including:
1) cause threats to the water or air environment, soil, flora or fauna;
2) generate noise or odours;
3) negatively affect the countryside and specially protected nature territories; or
4) pollute or litter the environment.

Waste is any object or substance which the possessor thereof disposes of, or intends to or is forced to dispose of, and which conforms to the categories specified in the waste classification. Waste is divided into: 1) hazardous waste - waste which has one or more characteristics which make it hazardous to human life and health, the environment, or the property of persons, and which conforms to a hazardous waste category specified in the waste classification; 2) municipal waste - all other waste, which is not classified as hazardous waste.
