Vaihekaava

national definition:

Maakunta- tai yleiskaava, jossa käsitellään yhtä tai useampaa asiakokonaisuutta tai hanketta (vaiheittain laadittava kaava).
Vaiheittain laatiminen on maankäyttö- ja rakennuslain mahdollistama tapa sovittaa kaavan laatimisvelvollisuus joustavasti suunnittelutarpeisiin, tietoperustaan tai käytettävissä oleviin resursseihin.
Käsite ei sellaisenaan esiinny laissa, mutta on laajalti käytössä suunnittelun käytäntökielessä ja ympäristöhallinnon oppaissa.

Phased land use plan (plan made in thematically separate pieces)

english definition:

A regional land use plan or a local master plan, which concerns one or more thematic entities or projects (a plan drawn up in phases).
To draw up a plan in phases is a possibility offered by the Land Use and Building Act to adjust the planning duty in a flexible way to the planning needs, knowledge base or the resources available.
The term as such does not exist in the legislation, but is widely used both in the planning practice and the guidelines of the environmental administration.
