Itsenäinen julkisoikeudellinen yhteisö, joka on perustettu useamman kunnan pysyvää yhteistyötä varten jollakin tehtäväalueella.
Maakuntaliitot ovat merkittävimpiä lakisääteisiä kuntayhtymiä.
Kuntien yhteisen yleiskaavan laatimista ja hyväksymistä varten voidaan perustaa kuntayhtymä.

Regional councils are one of the most prominent statutory joint authorities.
For drawing up and approval of a joint master plan a joint authority can be set up.
