Asutus, joka ei ole niin yhtenäistä, että sitä varten olisi yhteisten tarpeiden tyydyttämiseksi syytä ryhtyä erityisiin toimenpiteisiin, kuten teiden, viemärin tai vesijohdon rakentamiseen.
Ammattikielellinen käsite, jolla oli tietty lakiperusteinen sisältö aiemmassa Rakennuslaissa (ennen vuotta 2000).

Type of settlement that is not so dense, that, in order to fulfil common needs, one should start to take specific measures, like building a road, a sewer or a water pipe.
A common term in Finnish land use planning practice, that had also legal content in the previous version of Land Use and Building Act (i.e.before the year 2000).
