Toisaalta maakuntakaavaa voidaan toteuttaa maakuntaohjelman toimenpitein.Maakuntaohjelmia laadittaessa alueiden tulee ottaa huomioon valtioneuvoston asettamat valtakunnalliset alueiden kehittämisen tavoitteet sekä eri hallinnonalojen alueiden kehittämistä koskevat strategiat.Maakuntaohjelman on tarkoitus olla maakunnan kehittämistyötä koordinoiva "sateenvarjo-ohjelma", jossa sovitetaan yhteen valtakunnalliset tavoitteet, maakunnassa toteutettavat kansalliset erityisohjelmat ja EU:n osarahoittamat ohjelmat sekä eri viranomaisten strategiat ja kehittämistyö.

A statutory strategic regional planning tool that is drawn up for a medium term, and it is intended to direct and coordinate regional development work in the years to come.A regional development programme is drawn up by Regional Council.A regional strategic programme is prepared on the basis of the targets and strategies set in the regional development strategy. It is also connected with regional land use plan, because the development measures specified in the regional strategic programme may require regional land use planning. On the other hand, the regional land use plans can be implemented through measures introduced in the regional strategic programme. When drawing up a regional strategic programme, the region should take account of the national regional development targets set by the Government and the regional development strategies adopted by different administrative sectors. The regional strategic programme is designed to act as an umbrella programme coordinating regional development work. The programme coordinates the national targets, special national programmes implemented by the region, programmes co-financed by the European Union (EU) and the strategies and development work of different authorities.
