Swedenolulise ruumilise mõjuga objekt
national definition:Olulise ruumilise mõjuga objekt on objekt, millest tingitud transpordivood, saasteainete hulk, külastajate hulk ja tooraine või tööjõu vajadus muutuvad objekti kavandatavas asukohas senisega võrreldes oluliselt ning mille mõju ulatub suurele territooriumile. Olulise ruumilise mõjuga objektide nimekirja kehtestab Vabariigi Valitsus. Nimekiri sisaldab järgmisi objekte: toornafta töötlemise tehas, kui päevas kasutatakse toorainet 500 tonni või rohkem; naftatoodete terminal kogumahutavusega üle 5000 m3; keemiatoodete terminal kogumahutavusega üle 5000 m3 D- või C-kategooria kemikaali või 500 m3 B-kategooria kemikaali või 50 m3 A-kategooria kemikaali; aatomielektrijaam; elektrijaam, mille energiatoodang ületab 500 MW; rohkem kui 5 tuulikuga tuuleelektrijaam koguvõimsusega üle 7,5 MW; radioaktiivsete jäätmete ajutine või lõppladustuspaik; lennuväli; kauba- või reisisadam mererannal; tavajäätmeprügila või püsijäätmeprügila üle 25 000 tonni jäätmete ladestamiseks; tavajäätmete käitlemise ettevõte võimsusega üle 100 tonni ööpäevas; ohtlike jäätmete prügila; ohtlike jäätmete käitlemise ettevõte; tammid ja veehoidlad rohkem kui 10 000 000 m3 vee kinnipidamiseks või hoidmiseks; tselluloosi-, paberi- või kartongitehas; mootorsõidukite alaline võidusõidu- või testimisrada; kaitseväe keskpolügoon; tsemenditehas; loomsete jäätmete matmispaik ja käitlemise tehas; pärmi tööstusliku tootmise tehas; lõhkeainete tootmise tehas. Üldplaneeringu koostamine on kohustuslik olulise ruumilise mõjuga objekti asukoha valiku tegemisel. Olulise ruumilise mõjuga objekti üldplaneeringuga planeeritava maa-ala suuruse määrab maavanem koostöös vastava kohaliku omavalitsusega ja kooskõlastab keskkonnaminister.

english definition:An object of significant spatial impact is an object which creates a significant change in comparison with the existing situation in the flow of transport, volume of pollutants, amount of visitors or need for raw materials or labour force at the proposed location of the object and which has an impact on a large territory. The list of objects of significant spatial impact is established by the Government of the Republic. It includes the following objects: plant for crude oil processing with the daily usage of more than 500 tons of raw material; terminal for oil products with the total holding capacity of more than 5000 m³; terminal for chemical products with the total holding capacity of 5000 m³ of category D and C chemicals or 500 m³ of category B chemicals or 50 m³ of category A chemicals; nuclear power-station; power station which produces more than 500 MW of energy; wind energy power station with more than 5 wind turbines with the total capacity of more than 7,5 MW; temporary storage or landfill site for radioactive waste; airport; cargo port or passenger port on the sea coast; landfill for more than 25 000 tons of non-hazardous waste or inert waste; handling premises for non-hazardous waste with the capacity for more than 100 tons in a twenty-four hour period; landfill site for hazardous waste; handling premises for hazardous waste; dams and reservoirs for storing or obstructing more than 10 million m³ of water; cellulose, paper or cardboard plant; permanent racecourse or testing course for motor vehicles; defence forces central training area; cement factory; burial place and handling premises for animal waste; factory for the industrial production of yeast; factory of explosives. At present, this list is under review and potential amendment. Upon selection of the location for an object of significant spatial impact, the preparation of a comprehensive plan is mandatory. The size of the comprehensive planning area in the case of an object of significant spatial impact shall be determined by the county governor in co-operation with the local government concerned and concertation therefore shall be sought from the Minister of the Environment.
