Küla on üks riigi territoriaalse jaotuse asustusüksus. Küla liigitatakse maaliseks asulaks ning see eksisteerib valla koosseisus. Sellest tulenevalt on detailplaneeringu koostamine  külas uue hoone ja eksisteerivate hoonete juurdeehituse ehitusprojekti koostamise ning maade kruntideks jagamise alusena kohustuslik üksnes selgelt piiritletavatel kompaktse asustusega territooriumi osadel.

One of the settlement units in the territorial division of the state. A village is considered to be a rural settlement and exists within the administrative boundaries of rural municipalities.  Therefore, the preparation of detailed plans is mandatory only for clearly delimited built-up parts of villages (not to all parts of villages) as the basis for the preparation of building design documentation for new buildings, as the basis for the expansion of the cubature above ground of existing buildings, and in the event of land areas being divided into plots.
