Teemaplaneering "Asustust ja maakasutust määravad keskkonnatingimused" algatati Vabariigi Valitsuse poolt kõigis 15 maakonnas 1999. Aastal. Planeering sisaldab kahte peamist teemat - rohevõrgustik ning väärtuslikud maastikud. Planeeringute peamiseks eesmärgiks on tagada looduskaitse ja säästva arengu seisukohast parem ruumistruktuur maakondades. Tuginedes eksisteerivatele ja potentsiaalsetele infrastruktuuri asukohtadele on teemaplaneeringutes määratud erinevatele aladele sobivad maakasutustingimused.

Thematic county plans "Environmental conditions for settlements and land use" were initiated by the state government in all 15 counties in 1999. The plan covers two principal topics - green network and valuable landscapes. The main aim of the thematic plans is to secure better spatial structure for the counties from the environmental protection and sustainable development viewpoint. Based on the existing and potential locations of infrastructure facilities land use provisions are specified for different areas.
