Privat service omfatter liberale erhverv og anden form for virksomhed, der sælger service frem for fysiske varer, mens offentlig service omfatter diverse offentlige institutioner, eksempelvis børneinstitutioner og skoler. Hertil kommer forskelle semioffentlige serviceformål, eksempelvis posthus og kulturelle formål såsom kirke og museum. Areal til forskelle former for serviceformål kan reguleres af fysisk planlægning gennem lokalplanen og kommuneplanens rammedel. I praksis bruges miljøklasser i vid udstrækning til at regulere serviceformål.
