De væsentligste aktører i den fysiske planlægning er de ansvarlige for udarbejdelse af planer og redegørelser, dvs. Folketing, miljøminister, regionsråd og kommunalbestyrelse. Hertil kommer en række andre aktører, hvis involvering er afhængig af den enkelte plan. Nogle af de væsentligste er: bygherrer, grundejere, borgere, handelsstandsforeninger, virksomheder, trafikselskaber, NGO’er og andre myndigheder.

The main actors in spatial planning are the planning authorities at the national, regional and municipal levels: the Folketing (parliament), Minister for the Environment, regional councils and municipal councils. Other actors involved in specific types of plan are important: developers and contractors, property owners, citizens, trade associations, companies, transport authorities and other authorities and nongovernmental organizations.
