Национальная система расселения представляет собой совокупность опорных населенных пунктов страны, объединенных в единое целое транспортными коммуникациями, социально-экономическими и культурными связями. Городом-центром национальной системы расселения является столица. Города НСС классифицируются по значению: города Европейского значения, города национального значения, города регионального значения, города местного значения.

According to the National Plan of the Spatial Development the cities of National Settlement System are established as the main centres of urbanization. They are characterized by the highest concentration of activity and population density, intensity of land use, diversity of labor markets and  high level of living environment (housing, recreation, public service and transport accessibility). The city-centre of NSS is a capital of a state. NSS cities are classified according to their importance, as following: urban settlements of European importance; urban settlements of national importance; urban settlements of regional importance; urban settlements of local importance.
