to reach those goals and objectives. Master plan, basing on socio-economic forecast, aims:
- to define the objectives and strategies for the city;
- to develop public service system, transport and engineering infrastructures;
- to determinate the principles of environment and cultural-historical heritage protection.
Master plan is developed for period 15- 20 years. It calls for major updates every 5-7
years to review the achievements, strengths and weaknesses.
