прилегающая к городу территория, занятая лесами, лесопарками и другими зелеными насаждениями и предназначенная для организации отдыха населния и улучшения санитарно-гигиенического состояния городской среды. Земли зеленых зон подлежат особой охране. На этих землях не допускается возведение строений и сооружений, не совместимых с защитными, санитарно-гигиеническими, оздоровительными функциями и целями организации отдыха населения.

english definition:

A designation for land around certain cities and large built-up areas, which aims to keep this land permanently open or largely undeveloped. The purposes of Green Belt are to: check the unrestricted sprawl of large built up areas;  prevent neighboring   towns from merging;  safeguard the countryside from encroachment;  preserve the setting and special character of historic towns; and  assist urban regeneration by encouraging the recycling of derelict and other urban land. Green belt or green space are considered as  protected areas. Construction which is not consistent with protective, sanitary and recuperative functions of the territory is forbidden.
