Городской  / агломерационный пояс/ город - регион

national definition:

Этот термин начал использоваться с начала 50-х годов прошлого столетия урбанистами, экономистами и градостроителями. Означает он не только админитсративный статус. Под концепцией "город-регион"   понимается функционально взаимосвязанная географическая территория, имеющая центральный город - ядро, как часть сети городских центров и сельских поселений.

The term city region has been in use since about 1950 by urbanists, economists and urban planners to mean not just the administrative status. The concept of the city region can be understood as a functionally inter-related geographical area comprising a central, or core city, as part of a network of urban centres and rural hinterlands.
