"The Community initiative INTERREG is the most significant measure of the structural funds, as it provides an integrated approach to spatial development. Priority is not given to individual sectors, such as shipbuilding, mining or textiles, but is given to the relation between the factors influencing territorial organisation in an integrated development approach in border regions and larger transnational co-operation areas."
